Your refusal to grasp my point is a sign of low intellect or evasion. Either way your not worthy of further debate.

To those of you who live in single family homes. When you get your sewer bill notice that the amount you are charged for SEWER service (not water charges) is a function of how many gallons of water you use even though 60% of that water goes on your lawn while condo owners who flush their toilets as often you do pay much less per flush because they don't have lawns to water. The solution is to meter the outgoing sewage or adjust rates to offset the difference.
