Please provide a comparative analysis of what Marco Idsland pays for each position and salary grade versus other cities of the same size, scope, population, etc. I look forward to your results. I will do the same. But I would be willing to bet that Marco's salary ranges for City Staff is lower than most. The Spending CAP, and resulting budget, controls this.
