Could have been someone visiting from out of town. My questions is, if there was an event such as this going on, why would you not rope off, or block off access to the area that the kids were running? Why do you have the general public in an area where you had kids running a race? Maybe I don't understand, but I think better organization of this event would have helped. I also don't understand why the owners of the dog would walk thei dog when such an event was going on, unless they didn't see or understand that kids were running a race when they started walking the dog. All around weird event that was poorly run. This still doesn't mean that dogs should be banned from the park, just that people on both sides of this need to use a little common sense to avoid things like this. You know, a little common sense goes a long way and too few people in this world seem to have it. So much for natural selection.
