The city is probably doing the couple a favor by banning shell driveways. Once the rainy season starts, potholes will form under the shells and the water run-off will drain material onto the lawn, the sidewalk, and into the street. Over time, shell driveways tend to look awful, and the owners will eventually remove the shells and install something more practical.
