I am confused, I thought Lisa Douglass controlled the emails and communications. Was that not the reason an employee of the month resigned shortly after Mr. Thompson took the helm.

Wasn't the coverup actually a need to control communications and IT so not as to embarrass the city. Isn't that how Mr. Souza uncovered what he percieved as budget misuse which led to his assessment that certain employees needed to be reviewed.

I realize this is Mr. Souza's perception, but I believe that is how it all started. Its all in the papers.
