They used the safety angle as the deciding factor? Really, has there been a rash increase in accidents, or is it just perception that taller street lights disperse more light. Are we using the same lamps from the old street lights to claim cost savings, as well?

I bet the only information that swayed the decision maker was public funds availability and a street light vendor needing more light to sell his wares.
