What I don't understand is if you had something like this happen, how could you go back a few weeks later to the same place and have it happen again? Wouldn't you be traumatized by the first incident so much that you couldn't go back? Don't know if I would consider the mall at fault for this because when a janitor noticed this they reported it and acted, but the time frame in the article isn't clear. In January, then a few weeks later, then in February. Were there two incidents or three? But again, why would this kid go back to that restroom? This is a tragedy and while the first act might or might not have been prevented, the second one could have been prevented by the boy not going into the same restroom. Obviously the guy to blame the most is the sicko Bullock.
