This is about the hijacking of control over city assets by the marco mafia. They didn't have enough votes on council to stop the tide towards equalizing sewer base charges. Master meter condos can pay as little as 20% of that of an individual metered condo owner or a single family home.
There is more at work than meets the eye.
From his comments not to hire a replacement and left open the possibility of hiring an outside firm to run the water and sewer plants, I think the city manager intends to contract it out and make it less political.
