I don't think you can legally add a "last minute" item to a public entity agenda. I believe that it is a violation of the sunshine laws. Liz Carr may be headed to some "quiet time" in a cell. I've seen many public-duty people go to jail for this. Of course, it would do the city good for Liz to go away.
