Point your garden hose at the mulched median, then the rock swale, and see which ends up in the street first. I Agree with AJM3S; this is about what some view as more aesthetic. Although I have a background in geology, it really doesn't take a scientist to refute Mr. Pinter's missive and discern what is really going on here.
