Looks like we are having one of those DUH Moments: Headline says 3000 cubic feet of sand, which equals 111 cubic yards, and the story says 11,000 to 12,000 cubic yards of sand which equals 324,000 cubic feet of sand. Sounds like the way a typical Government Agency does its numbers.
