In 2010, Marco population was over 16,000. A common formula is 2 officers for every 1000 citizens. Hence we have 32. That being said,the average age today of Marco's citizens is 60 years old. Safe to say, generally not your criminal types. Add in the other law enforcement support for this island and it's easy to see that we could and should make some cuts. Klaus is not out of line. Finally, most 60 year olds are too tired to commit a crime...of course they do bump into parked cars a bit...
