There is a solution to the Old Marco parking...put up a garage at the location of the planned staging area for the horse & buddy operators, redirect the CAT bus service to the location, call it the Marco Island multi-modal center...hey, it's even close to the cruise boats. Except for the occaisional horse, no swale impacts and no speeding along Bald Eagle...may need more horses.
