I really don't see how the County approving building in a particular waterfront location in any way implies that the county therefore has signed on as insurer of the beach.

These are not unsophisticated people. They knew exactly where they were building and buying. They understood why they could not get insurance for this sort of risk. The concept of beach erosion is not new or unknown in Florida. It is 100% their responsibility and fault for not reserving enough money from their common charges or assessments for this purpose. Once they realized they had an erosion problem and that they had been underfunding their fund for this purpose, they should have addressed this with either voting to take on debt, a special assessment, or some other remedy, but they didn't. The thing about beach erosion is that in most cases it happens in slow motion.

They can assess their members the same way they would if they were renovating the golf course or the club house.
