ONLY THE TOP SKILLED WORKERS SHOULD BE ISSUED EMPLOYMENT VISAS AND SOME FORM OF STRICTLY REGULATED GUEST WORKER FOR THE AGRICULTURE, BUT NOTHING PERMANENT.
