I know what a grease trap and collection service is but I'm a bit confused; why is the business owner seeking to change the permit system arguing 'the system is too onnerous on the City'? Perhaps the inspection should be done by the fire department when they make routine safety checks, or as suggested, by the collection companies via a web based filing to the City. Not sure I grasp this issue, just curious.
