Here let us review how Mr. Riviere approached the expansion of Mackle Park Community Center just several years ago. Note his claim of noise, but his adherence to a process.
Now just recall the presentation provided by the P&R folks defending the reduced 4.1MM project just last month. It was painful to hear the argument brought forth by city staff, while Mr. Riviere silently sat at his side bench; watching the most lame presentation as to revenue sufficiency.
Now consider, this year's overall objective per Mr. Rivierve: NOT TO RAISE MILLAGE! This is again, a bit absurd. Why would one associate spending control with property market valuations. Recall the early 2000's where millage was flat while housing prices were rising at 10-20% each year, providing the city with revenue to simply spend more and expand.... and expand.... and expand.... until the bubble burst and the state forced counties to reduce by 7-9%.
If the city manager was really a strong manager as it applies to the community park, why did it take a new council to ask the probing questions that I would have anticipated from a city manager. It must have been too boring to engage with his directors in such an exercise before coming before the folks to present their case for what was originanally a 6.5MM to a 4.2MM to a 3.5MM to now a new lower cost expansion based on new construction approach and schedule.
See from my perspective, I would have expected a fiscally charged city manager to have cut the fat and extravaganza to reach the core of need. I would have expected him to review the argument and provide a discerning perspective. But no, he allowed the show to go on without much internal review, and I watched in amazement, especially the dialog between Mr. Honig and Mr. Galiana.
If I am off base just review the entire history of the Community Park expansion while under Mr. Riviere's leadership.
And there is still an abandoned damaged flagpole lying in a right of way in a park.
I apologize to other bloggers for being myopic as to the flagpole in a ROW, but it is symptomatic of city management lack of dealing with simple issues. Which leads me to ask: Why are we dismayed as to how the city approaches larger issues?
