Editor, Naples News:
On April 12, the Pelican Bay Property Owners Association held a public forum for all the Collier County Commission District 2 candidates. Joe Foster and Michael Lissack attended, but Frank Halas' place at the speakers' table was represented by a nameplate and an empty chair.
His representation as the District 2 commissioner for the last four years also has been an "empty chair" except for the Vanderbilt Beach area issues.
That calls for a change.
