The special statement, issued at 7:30 a.m., said satellite and radar showed the system could become a depression at anytime as it moves north to north-northeast at 15 to 20 mph. The system is located about 140 miles south of Cape Fear, N.C.
The system poses no threat to Florida.
An Air Force aircraft will investigate the system this morning to determine what circulation the system has, the hurricane center said.
Forecasters said residents along the North Carolina coast should monitor the progress of the storm today, adding that tropical storm warnings could be issued with little notice.
Heavy rain and gusty winds are possible along the North Carolina coast today and tonight, forecasters said.
