Island Update: What’s up with ... the current phase of the STRP

After finishing up the first two districts of the island’s controversial Septic Tank Replacement Program, city contractors have started work on the next phase of the project, which is slated to be completely finished in 2012.

The Tigertail and South Barfield districts were finished last fall and construction on the North Marco, West Winterberry and North Barfield districts will continue through the rest of this year.

Work is usually limited to a 300 foot length area down one side of the road and if crews are working in your neighborhood, you can expect construction vehicle noise, dewatering pump noise and water discharge into swales. However, work should be staged in front of each property for only two or three days in most cases.

Residents will have access to their driveways in the evening and the city offered these tips to follow during construction: Keep the driveway clear from the sidewalk to the street; Do not park in swales near the construction zone; Drive carefully in the work zone and heed warning signs and flagmen; Place trash bins on the opposite side of the road from the construction on pick-up days.

Budget for this phase? $4.4 million for the North Marco district; $7.9 million for the West Winterberry district; $6.3 million for the North Barfield district.

On budget? Yes.

Completion date for this phase? According to Project Engineer Jim Miller, the contractor has a substantial completion date of Dec. 5, 2007.

On schedule? Yes. The work has just started.

What are they doing now? Workers are marking out utilities, preparing staging lots, delivering materials, installing dewatering equipment in swales and milling the pavement for trenches.

What will they do next? A task called dewatering, meaning that groundwater will be directed into the city’s swales and storm water drainage system. Once workers accomplish that, they will begin trench excavation and sewer and manhole installation.
