Marco Island’s City Council will finalize the city’s transition to interim city manager Tony Shoemaker during a special-called meeting Monday.
A contract negotiated last week by Council Chairman Mike Minozzi and Shoemaker agrees to pay Shoemaker a total compensation package of that would be the equivalent of $162,020.70 per year plus an unspecified housing allowance for a leased furnished residence. The breakdown of costs includes an annualized salary of $149,734, a contribution to an eligible 457 Plan or a 401(a) Plan of $7,486.70 and a $400 per month automobile allowance.
Should Shoemaker stay on Marco for the six months that was suggested at last Monday’s council meeting, the total compensation would be $81,010.35 plus housing.
“I’m satisfied that it’s a reasonable salary,” Minozzi said. Minozzi characterized the negotiations as “very amiable.”
There is no health care benefits package included in the contract and Shoemaker could be terminated by a majority vote of council at any time without severance pay. Shoemaker has to give 30 days written notice should he resign.
Last Monday, council agreed in a 6-1 vote with Councilman Chuck Kiester dissenting, to hire Shoemaker, 67, as interim manager. Shoemaker has experience most recently as an interim manager in the City of Fort Myers and also served for 13 years as city manager of Clearwater where Shoemaker now lives.
Shoemaker is scheduled to begin work Dec. 1.
During December, Shoemaker’s employment will overlap with outgoing manager Bill Moss, who has taken the top job in the City of Naples. An amendment to Moss’s contract, also on the table at today’s meeting, changes his classification from manager to “consulting adviser,” and relinquishing the day-to-day manager duties. He will serve in the “consulting adviser” role from Dec. 1 to Jan. 2 when he goes to Naples full time.
That transition changes Moss’ compensation from an annual to an hourly rate. Based on Moss’ current annual base salary the rate would be $77.40 plus benefits. Moss said he would not charge the city for time spent at any council meetings.
Also on the agenda at Monday's meeting is a review of the city’s upcoming unfunded capital projects, specifically bridge repairs.
The meeting will begin at 5:30 p.m. in the community room of the city police building.

Hey Mike, you going to allow him to work at a private consulting job like you did Moss. You allowed Moss to do private work while on city time. We would have never known about it until the Naples City head of human resourses told the press that Marco allow it.
