City, Moss agree on contract with $177,000 salary
It took less than 24 hours, but Marco Island City Manager Bill Moss has a new contract.

Moss came to terms with Naples leaders Wednesday afternoon, less than a day after Naples City Council members voted 6-1 to hire Moss for the newly vacated Naples city manager position. Councilman Bill Willkomm cast the dissenting vote.
The tentative contract hasn’t yet been approved by the City Council, but Mayor Bill Barnett, who negotiated the contract, said the council was aware of the terms.
“It’s very fair,” Barnett said. “It’s a good contract for both (Naples) and for Bill. He’s happy, council’s happy.”

If approved, Moss would make $177,000 a year as city manager. Moss currently makes $161,000 a year in the same position in Marco.
Former City Manager Bob Lee made $154,000 a year. Lee, whose last day was Friday, resigned in July to pursue a teaching position at the Askew School for Public Administration at Florida State University in Tallahassee.
In addition to his salary, the city has agreed to pay an additional 38 percent of Moss’ annual salary “in lieu of, and as an alternative to, any and all benefits relating to deferred compensation, health and dental insurance, disability insurance and retirement contributions.”
Moss said the benefit package is similar to his package on Marco and that the contract allows him to just pay for the insurance he needs.
Naples Human Resources Director Denise Perez said Moss’ benefit package is one of only a few deviations from Lee’s contract.
“It’s almost identical,” she said.
The city also agreed to set up a 401(a) retirement plan for Moss.
The program allows employees to contribute 3 percent of their salary to the fund, while the city contributes 7 percent. Perez said the 401(a) retirement plan is the same plan department heads have the ability to enroll in.
Other perks for Moss include a $500-a-month car allowance and a $100-a-month cell phone allowance.
Under the Naples contract, Moss is entitled to 34 personal days, a total of 274 hours, each year and can accumulate up to a maximum of 520 hours.
Perez said negotiations for top positions, like city manager, often move quickly because job candidates come prepared.
“They already know what the former manager had, and if they’re comfortable with that, then I think it can go pretty quickly,” she said. “Dr. Lee’s (negotiations) went quickly as well.”
Moss said he was pleased to see the contract negotiation phase behind him.
“I was hoping it would go quickly, but I wasn’t sure,” he said. “The mayor’s a tough negotiator. I certainly made some concessions. But I couldn’t be happier.”
Moss said he didn’t feel comfortable discussing the concessions he made.
One provision was absent from the contract, though. The contract doesn’t specify a start date.
Moss’ Marco Island contract says he has to give 75 days’ notice, but Moss has indicated he will be able to work out an agreement that would allow him to split time between Naples and Marco Island.
The Naples City Council is scheduled to approve the contract during its Nov. 7 meeting.

Hi Naples! Welcome to the wonderful world of Bill Moss. He got the extra 38% from Marcoites too, plus such peanuts as a car allowance and a cellphone. All in all, he was taking us for nearly a quarter million a year. Not sure about the 401 plan!

Naples be prepared to dig into your kids college funds to pay for this manager. He will spend spend spend and there will be creative ways for you all to pay for it (You All! Not the city, but the Naples Residents) good luck, hold onto your purse strings as long as you can. We are grateful for the gift you have given us. Hopefully Marco will be able to climb out of the mess created by this City Manager. Good Luck Naples.

better yet, why don't you weikosteve head to Naples with your friend, You seem to have all the answers. It is hard to fight City Hall. I applaud Ed and all the groups and residents that have tried to correct the Marco dictatorship. I guess you know it alls, know what is best for all of us.

moss has held up the city of naples just like he did marco...and there were more than a "few" malcontents on marco re. the city mgr and council...once again he rakes in a windfall....whoever heard of 3% contribution and 7% match to a 401k.
when the naples folks were commenting on the problems of marco they never dreamed we would send bill their way....hopefully naples has a stronger council than marco and can keep bill in check....rony will be joining bill soon i am certain.

Good luck Naples, looks like Gulf shore Blvd. will be getting a makeover. QE will arrive soon and start digging up your City and placing street lights every ten feet.
We would love to keep the construction going here on Marco but we are out of money and if we dig anymore this Island may sink.
Good thing you guys don't have a spending cap because Bill Moss has some very expensive plans for you in the future, hope you can afford it.

ROUGH CROWD! Although I agree that our city has its problems, I don't think that we have any more corruption than that of any other city in the United States.
The only difference is that Marco Island has a unique way of eating people alive and then complaining about the taste during the process.
These blogs should allow people who are on BOTH sides of an issue to have thought provoking conversation in a NON-HOSTILE environment.
Instead a handful of people state their (ALWAYS NEGATIVE) opinion on every article written -- and then, belittle anyone who does not agree with them.
Why don't you stop it with the condescending, offensive, and sardonic postings and TRY POSTING SOMETHING POSITIVE FOR ONCE!!!!
