Marco to build 'green' utility building

Council holds off on several expenses, approves $484,000 utility building design

— While council chose to delay making several costly decisions, an audience of residents let out an audible moan following a close council vote in support of spending about $484,000 to design a new “green” utility building.

The city’s former Finance Director Bill Harrison attended his first City Council meeting since his sudden retirement in October. Harrison assisted council and staff through several financial issues on Monday afternoon’s agenda.

Astorino, an architectural and design firm based in Naples, has spent about three months working with Public Works Director Rony Joel to begin designing an environmentally-friendly utilities operations building at 803 Elkcam Circle.

The building is planned to incorporate “green” architecture elements including water efficiency and energy efficiency. Design, material and air quality are also planned to be sustainable, according to preliminary agreements between Astorino and the city.

Representatives of Astorino said solar energy planned for the building is not as efficient and inexpensive as some might hope, but that is anticipated to change in the next two to three years.

Joel said the utilities department has been spread across the city in temporary offices for about a year and a half.

“Can’t you just survive another year and a half ... Put a new roof on what you’ve got,” said resident Charles Murray, who suggested council not spend any money unless it was absolutely necessary due to the economy.

Resident Phil Kostelnik agreed saying the current “nearly half of a million dollars on architectural designs for a building that will cost $4 million” is a price tag that will likely go down due to the economy.

Councilman Rob Popoff said he was “alarmed by the fee” and took issue with the city not bidding on the design.

Resident Ken Honecker said a “design and build” firm which would combine a bid for both the architectural plans and construction would likely be a cheaper option.

Joel said a design and build firm may be faster, but not cheaper.

“This is not a nice-to-have. It is a must-have in my opinion,” Joel said of the 24,000-square-foot building design.

Councilman Ted Forcht was among the three Councilmen who voted against awarding the design contract to Astorino.

“I thought the green part of the building was the expense,” Forcht said.

Forcht, Councilman Chuck Kiester and Councilman Frank Recker opposed the idea, but Ostorino won the contract in a 4-3 vote.

“I can’t support any expenditure of this magnitude,” Recker said.

Waldack agreed with Joel’s assertion that it was a necessary expense, as did Councilman Jerry Gibson, Chairman Bill Trotter and Councilman Rob Popoff.

Sewer vac truck and other expenses

Council chose to table a request to purchase a $330,000 vacuum truck for sewer maintenance. They also put off deciding whether to award a contract to design the third phase of the reclaimed water production facility. These items will likely be addressed in a workshop session tentatively scheduled 3 p.m., Jan. 19.

Also tabled was a request to carry forward about $1.3 million in 2008 capital projects to 2009. According to the memo from interim Finance Director Bob Creighton to City Council on the issue, the money was left over from projects not completed in the year they were budgeted.

However, Recker questioned several of the items and found Council may be doing more than extending the time frame of projects council already approved.

“We’re creating a new project here for $400,000,” Recker said.

Harrison stepped-in upon request to help explain the transfers.

He said council was approving transferring money, but any project of $100,000 or more would still require separate approval from council.

City Manager Steve Thompson said he would generate a report to show all ongoing projects and where they stand with money allocated versus spent and the amount of time anticipated to complete the project.

Council voted 6-1 to approve carrying forward money for ongoing projects already approved by Council, with Keister casting the dissenting vote. Money that was being transferred for projects or capital improvements not already approved by Council were put-off until the next meeting.

I was worried for a while that Rony Joel might not receive his million dollars during this meeting. This building and the new vacum truck put him over the top. Good for you Rony, you are consistant and I particulary enjoyed your jovial facial expressions while the Council discussed these requests. You knew all along that they would give you what you wanted. You should get the bamboozel award of the year for your performance on behalf of the taxpayer. Thanks again for making my life more expensive.

I really have to laugh at most of you cry babies. You know the city council is going to do whatever it wants; with or without the support of the voters. Yet you attend the meetings and the next morning you blog your adverse feelings and thoughts. Get a life. Stop going to meetings and getting so upset. If you can't afford Marco move to where you can afford living...maybe Immokolee. Most of you are masochistic in nature to put yourselves through this week after week.

If we could all sell out on this "marked up island" then we would be happy to leave and let all you rich boys pat yourself on the back and slap each others axxes! and brown nose each other while you ruin this island and create more projects and more bills for all the taxpayers (who are now stuck here and can not leave due to the DOWN ECONOMY- Marco City does not get it- nor does not care about the residents- For Profit Only! to Spend Spend like the big Corporations. Marco is stuck in big government policy. We are all suffering from big government spending and meddling with our economy in the United States

ElkcamEye: We are trying to move. Even with an 18 percent reduction in asking price we can't find a buyer for our Marco Island home. Visitors and buyers tell us that along with the economy, the constant construction every year turns them of. Who is responsible for that?

ElkcamEye: I have planned very well for retirement, and I still have about 20+ years ago. I could retire today, if I desired, and live on "Mark up Island". I do understand progress, which every City, Business, Individual needs. What I can not understand, is how you and your comrades feel it is okay to Spend, Spend, Spend, in a very crappy economy- I am blaming the City of Marco for this- as there are so many projects started (not completed) and so many other projects on the table. This is a City that has overstepped and does not care about the residents. Marco needs to slow down and let the economy get better before looking for ways to tax us and get more money, and spend spend spend projects. My planning is not lacking, however our City is lacking in responsibility.

ejburger- Noone is blaming Marco City for financial woes- if you had read my comment- you would understand - I have no financial woes- and I have planned well ahead, business is great. However, I am stating that our Marco City does not plan well- and does not think of the citizens and residents of this island. Many residents on this island are in financial woes.. and are struggling. This is a down economy. Our city should be looking for ways to save dollars not new projects to spend spend spend and tax the crap out of the residents. Many would leave the island as Fossil stated but can't. Marco City does not care about the residents, only the dollars the residents generate. It is that simple.

ej...be careful now my friend...you have to admit...$400k for an architectural design of a new 4-5M utility building is a bit ridiculous...and joel's reason...the workers are spread out....good lord...how far can you be spread out on a 4x6 island...so they have to drive 1 mile to meet someone....they certainly have the vehicles to drive in.
25years is right! we're spending and planning on spending like fools...and if we get in trouble all rony joel and the rest have to do is like harrison...QUIT...leave town like moss and reinke(who spent a fortune on cameras that are in storage) and say i did my best but was not appreciated...and we still don't have the real scoop on the poop spill.

the workers were temporarily displaced so the injection well could be drilled at the sewage plant. that should be done soon if it isnt already. they used to work out of that plant with no problems.

van you are right. i know where there is a big empty city owned parking lot smack in the middle of town that could have a few portable offices put on until the work is done at the old meeting place on elkcam.
