Gov. Charlie Crist will present his fourth and final State of the State Address today at 6 p.m. in the Florida House Chamber at the Capitol.

It's also opening day for the 2010 Florida legislative session. First up in both chambers Tuesday was legislation that would delay an unemployment compensation tax increase for two years.

The House passed the bill on a 117-0 vote. The Senate was set to consider it later today. The bill could be headed for Crist's desk before he delivers his State of the State address to the Legislature at 6 p.m.

Lawmakers responded when Florida businesses said they cannot afford a higher-than-expected increase in the unemployment tax.

The legislation would delay the increase for two years. Instead, the state would borrow about $2.2 billion from the federal government over to pay laid off workers over that time.
