Kelly Ann Rowles, 39, was shot and killed inside her Fiddler's Creek condominium on Aug. 22, 2010.

— A 13-year-old East Naples boy is charged with killing his mother, a Collier County Sheriff’s Office release said.

Jonathan Rowels has been charged with manslaughter and surrendered at the Collier County Jail at 5 p.m. Friday.

A Sheriff’s Office investigation determined Jonathan Rowels was responsible for the Aug. 22 shooting death of his mother Kelly Ann Rowles, 39, inside their residence at 9288 Grassy Way, No. 103, the release said.

“What I can tell you is he was charged with manslaughter, because he was negligent with the weapon that resulted in his mother’s death,” Sheriff’s Office spokeswoman Michelle Batten said.

Residents of the Fiddler’s Creek golfing community spent nearly a month wondering why the investigation was taking so long and if they should be concerned about their security.

When asked if there was a major turning point during the investigation, which the Sheriff’s Office had said was focused on an accidental shooting, Batten provided no additional details.

“We conducted an investigation, we submitted all of the evidence to the State Attorney’s office, and the State Attorney’s office makes the decision to prosecute,” Batten said.

According to a 911 call dialed at 9:15 a.m. the day of the shooting Kelly Rowels, a married mother of three, was shot in the head inside her home. Terrified neighbors struggled to keep her alive until the emergency responders arrived at the scene approximately 13 minutes after the initial call was made.

Collier County EMS Deputy Chief Dan Bowman said EMS was dispatched at 9:23 a.m. and arrived at 9:38 a.m. — 15 minutes later. Fire and EMS hold back from shooting scenes until the scene is secured by law enforcement, Bowman said.

Kelly Rowels would not have survived the shooting even if EMS had arrived sooner, Batten said in an e-mail.

Additional investigation details were not available Friday. Attempts to reach family and friends were unsuccessful.
