Outgoing City Councilor Terri DiSciullo gets a surprise visit from former City Manager Bill Moss, who attended the meeting just to deliver proclamations to DiSciullo and her fellow outgoing councilors. "I said to Bill, I really wish you could be there," she told the audience as she recovered from the surprise. "And I'm so glad you're here," she told him. In a video tribute to DiSciullo, fellow Councilor Rob Popoff said, "Since Tommie Barfield, there probably hasn't been a female who's taken such an active role in our community."
