Dianne Sage, 63, negotiates with Honda sales agent Kevin Poeling for a price on a new Honda Civic at the Germain Honda Naples dealership on Wednesday in Naples. Sage traded in her 2002 Dodge Caravan as part of the Cash for Clunkers program. Cash for Clunkers is another name for the Car Allowance Rebate System, a $1 billion government program that gives a rebate of $3,500-$4,500 to consumers who trade in an older vehicle for a new one at car dealerships in the Unites States. The point of the program is to stimulate new-car sales as well as remove less fuel efficient cars from the road. All trade-in vehicles will be scrapped.
