Thank you for your quick reply. Unfortunately it is not just the odor I have to
deal with. The smell is my immediate concern however, there are a couple other
issues regarding the RO plant.
Since the fence was installed, it appears the city has a new dump to compliment
Veterans Park. Who knows what is being dumped back there, but with the city's
inept handling of the asbestos contamination
and this new dumping area being within 50 feet of my children's bedroom, I am
very concerned. The noise back there is also a major source of irritation. My
children have been rudely awakened many times
by dump trucks and back hoes working late at night. They have even left semis
running all night right behind my house. (I did file a police complaint that
time)
Any help you can give us in this debacle would be greatly appreciated. It would
be great if you could enforce the rules the public has to abide by which the
city has blatantly ignored.

I inquired with CD staff as to their notice procedure for the Code Enforcement Board. Their explanation is in the below message. Apparently they have sent an e-mail notice to him for the past year. I have asked the secretary to the board to call him to confirm whether he has an e-mail account or prefers another method of notification.
