Mr. Uhler;You once again capture the essence of the problem and so rightly point out the arrogance exhibited by Mr. Arceri et-all in the ramrodding of pet projects and trashing of citizens rights on Marco Island.However, there is a misstatement in your article that I would like to point out.
You mention "Why the million-dollar-per-mile remake of our once graceful, classic Collier Boulevard," and if that was the case, we would all be better off.
But that 3.6-mile stretch of roadway, actually cost Marco well over $25 million, making it nearly $ 7 million per mile! And for that, they didn't even fix the bridges.
What to fix first? That is the question. The present administration and majority on the council want to devastate the island for the next five to seven years to fix something that is not broken. The septic systems on Marco can last for fifty years if properly cared for, and a Septic System Maintenance and Inspection program administered by the Collier County Board of Health can accomplish that goal.
A leaky sewage collection system, such as the one on Marco Island will eventually fall under the gaze of the Environmental Protection Agency when they finally solidify their policy on Exfiltration which is in the works.
Studies have been done that indicate that even the best sewage collection systems leak, and most leak somewhere between 10% to 17%. Even if you cut those figures in half, that would leave over 150,000 gallons of raw sewage leaking from the Marco Island sewage pipes every day. That is the equivalent of 750 failed septic systems. Do you see the problem?
Additionally, our Utility in their haste to force this unnecessary program through to get the money needed to repair the plant, opted to install painted steel tankage for the new equipment, thereby cutting the life expectancy form 30 to 15-years. So get ready to do the plant all over again in 2022.
Oh and did I mention that since the current administration failed to include reuse water piping in the STRP, we can come around and dig the roads up again in a year or two when we are running out of potable water to put on our lawns.
One bad decision after another that is the problem. Trace the down slide of real estate activity, business in general, and personal quality of life on the island, and you will see that it is directly linked to grandiose construction projects mismanaged in grandiose fashion by a group of individuals with absolutely no experience in construction.
With age comes wisdom, and experience is the best teacher so by combining these two laudable traits we come up with Ancient Mariner.

My view is we can do as ancientmariner suggests and fix the problem, or fight this losing battle in court and make our new law firm that much richer. Outrageous!
The construction is ongoing. The CM told the people that it would be complete by December 1, 2006. He later changed that date to December 31, 2006. It is now nearing the end of July 2007.
What part of NOT DONE don’t you guys get? Attack the messenger rather than work on a solution to the problem. That is a tactic straight from 50 Bald Eagle Drive.
Why not put some pressure on the contractor to at least complete a project before committing his resources to another project that will also come in 7-months late. Attack the problem, not the messenger.
In the contract between the City and Quality Enterprises for South Collier Item 13 under General Provisions states:
13.1 Indemnification. The Contractor/Vendor, in consideration of Ten Dollars ($10.00), the receipt and sufficiency of which is accepted through the signing of this document, shall hold harmless and defend the City and its agents and employees from all suits and actions, including attorneys’ fees and all costs of litigation and judgments of any name and description arising out of or incidental to the performance of the contract or work performed there under.
The CONTRACTOR, Quality Enterprises USA, by virtue of this clause and others in the contract is responsible for all the legal expenses of the City. Not CARES, not past, present and future members, not the milkman, nor the butcher or the baker. THE CONTRACTOR!
Why does Moss threaten citizens when he has this contract protecting the City, (We Taxpayers), from legal costs arising out of The CONTRACTOR’S polluting of our Island??? We can’t find money to pay the Firefighters, or the Police but we can give away a million to QE.
Quality Enterprises crushed asbestos cement pipe and spread it all over the Glon Property and South Collier, and now that CARES is holding them to the mediation agreement, Moss has once again jumped into the fray to defend his $1 million dollar giveaway deal to Quality and threaten concerned citizens in the balance.
The Mediation Settlement Agreement also stated that the City would enforce this very Indemnification clause in the contract. Why did Moss ignore the settlement agreement, ignore the indemnification clause, and make the deal with QE that obligates the taxpayers to pay for asbestos cleanup??????
