I pay $10 to park and $5 to get on the beach in NJ. Marco beach is worth at least that much!!

Are residents prohibited from putting up a decorative structure/fence on the swail? I am not a resident but hope to be within a few short months. I'm amazed by what I'm reading about this parking situation! Cars dig their tires into your front lawn and then you're left to clean the mess?? Am I understanding this correctly? Something is very wrong with this scenario...
