Regina Dayton stands out in the heat and pickets in front of her home near Tigertail Beach Tuesday. Dayton says the city should have never let her move into her custom-built million-dollar waterview home because her home builder, Kimball-Hill Homes, which since went belly-up, did not build the home to code.
