Online fundraising site names fatal Sunday crash victim; Collier deputy on leave

A GoFundMe campaign identifies 19-year-old Jacob Moreno from Naples as the person killed when a Collier County Sheriff's Office SUV hit him Sunday.

The Florida Highway Patrol reported the crash Sunday happened shortly after midnight.

Troopers said the Sheriff's Office patrol vehicle driven by a 33-year-old female deputy was northbound on Santa Barbara in the left lane, south of Hunter with emergency equipment activated.

A Sheriff's Office public information official said the deputy is on paid administrative leave per agency policy and the incident remains an active investigation.

The fundraising post on GoFundMe, identified the victim as Moreno.

"Jacob was a talented, young artist with goals and aspirations to set the world on fire with his music. He attended Florida State University and had just wrapped up his Freshman year," the post description said. "He was the only son of Carlos and Claudia, immigrants from Colombia. Jacob was the first in his family to attend college."

The fundraising site had collected more than $13,500 as of 10:30 a.m. Monday.

Not many details of the crash have been released by law enforcement, and Moreno has not officially been identified as the victim. The Florida Highway Patrol does not identify victims in crashes citing aspects of Marsy's Law to redact identities.

The Patrol is investigating the crash.

According to information released Sunday, the 19-year-old was in the parking lot of the Circle K convenience store at 1998 Santa Barbara and was hit when he walked in front of the Sheriff's Office vehicle as it approached his location. The Sheriff's Office unit was said to have emergency equipment activated.

The victim died at the scene. The deputy was not hurt, troopers said.

The Sheriff's Office said the agency's Professional Responsibility Bureau will investigate to determine if any CCSO policies or procedures were not followed. 

The Sheriff's Office also said the crash remains an active investigation by Florida Highway Patrol and referred questions about the crash to that agency.

The GoFundMe for Moreno said he "was an amazing young man with a huge heart, friends, and family who adored him and an amazing smile that lit up our lives. His music will carry on and keep his memory alive in not only the hearts of those who knew and loved him but to the rest of the world as well."

Postings on Facebook also identified Moreno as the crash victim: "

Naples resident Joselyn Vicent posted: "Last night one of my daughters good friends was hit and killed by a police car in Golden Gate. He was a excellent kid who was loved by everyone who knew him, his name is Jacob Moreno. A GOFUNDME was open to help Jacob’s mother with all the expenses. Please I’m just asking you to help with any amount you can, no matter how small it is. His mother needs everyone (sic) help at this moment."
